| Abstract: | This paper briefly chronicles the efforts of marijuana activists at the federal level. Then it analyzes the text, implementation and subsequent developments of the California and Arizona initiatives passed by the voters in 1996, with the goal of helping future initiative drafters learn from the failures and successes of these initiatives. Finally, this paper critically analyzes medical marijuana initiatives currently being pursued throughout the country. |
