House Speaker Newt Gingrich has an agenda, and his intentions, though not clearly spelled out, have certainly not been withheld from public discourse. One of Mr. Gingrich's strongly voiced concerns centers on structure of the FDA as it currently exists, and the effect that the entrenchment of bureaucracy has on the functioning of this agency. Mr. Gingrich frequently cites an example of a plunger-like cardiopulmonary resuscitation aid which, though invented in the United States and proven tremendously effective in Europe, is illegal and unavailable for use in this country. en
