dc.description.abstract This paper documents the issues that make the AVIP so controversial. It summarizes the current knowledge about the safety and efficacy of the anthrax vaccine, including the vaccine manufacturer’s history with FDA regulators. It summarizes the analysis that led DoD to balance the risks and benefits of the anthrax vaccine in favor of universal, mandatory vaccination. It includes a description of DoD efforts to achieve successful implementation of the program, as well as the setbacks that have arisen. This collection of observations about the Anthrax Vaccine Immunization Program is relevant for: any attorney prosecuting or defending a member accused of refusing the vaccine; for any servicemember concerned about taking the vaccine; and for member of the general public who wants to know the context of the current controversy. en
