AbstractHow do non-trade issue linkages broaden pro-trade coalitions? With a focus on trade-environmental issue linkages in U.S. trade agreements, I ask why some activists and legislators support trade agreements in exchange for environmental clauses despite dilemmas at the stages of negotiation, ratification, and enforcement.
