Instead of viewing Fair Machine Learning as an optimization problem under fairness constraints, we divide the responsibility into three independently acting groups: a Fairness Condition Creator (Fairness Maximizer), a Model Trainer (Accuracy Maximizer), and an Overseer (Justice Maximizer).
