Abstract

The following capstone explores how a technical task, such as a program review, can be used to surface the root causes preventing a district from optimally meeting the needs of all its students. Once the underlying needs are surfaced, it also discusses ways to support a system in building structures, developing a culture, using its resources, and engaging stakeholders in a process of continuous improvement. The paper explores how an approach to continuous improvement might be a way to build action into the review process such that organizations can be improving while learning, with a focus on how a central office team can optimize their leadership to support the teaching and learning in classrooms.
