Abstract
This research focuses on the impact of international treaties and implementing
decisions of international governmental organizations on national regulation and the
private sector, specifically in the areas of health and environment in Germany and the
United States. The working hypothesis proposes that governments play a crucial role in
creating international pressure to allow the adoption of national regulations that would
not have majority support otherwise. The research uses quantitative and descriptive
methods, including interviews, case studies, and the analysis of parliamentary procedures
to answer the research question. The findings suggest that international treaties have
impacted national regulation in both Germany and the United States. However, their
impact on the private sector is limited due to internal and external challenges, mainly due
to the activities of multinational companies across the globe.
The text also identifies several areas for further investigation, including the
impact of international treaties on other areas beyond health and the environment, the role
of the private sector in the implementation of international treaties, and the reasons why
some international treaties have a more significant impact than others. Moreover, the
paper highlights gaps that researchers need to address in future work on this topic,
including the limited scope of the research, the non-uniform impact of international
treaties on the private sector, and the dependence of the significance of the impact on the
level of government intervention and enforcement.
It provides insights into the complex process of policy adoption and the
interactions between different levels of governance. The findings can help businesses
anticipate and adapt to changes in the regulatory environment, while policymakers can
use the findings to design more effective and efficient policies that consider the evolving
global context. The research also highlights the need for further cooperation between
international governmental organizations and national governments to facilitate the
integration of international treaty laws into national laws and improve the implementation
of agreements locally.
