I'm working with a small group of mothers for whom the usual fee requested for this article could equal the equal amount for a week's worth of groceries. In this study group, the mothers, all poor, some second language learners, often living in public housing, are working to build their conceptual framework regarding American public education as well as develop and strengthen their voices and agency within the school institution.
